Recently, the State Administration for Market Regulation has formulated and issued the "Measures for the Supervision and Administration of Food Labeling" (hereinafter referred to as the "Labeling Measures"), which will be implemented concurrently with the newly revised "National Food Safety Standard—General Rules for Labeling of Prepackaged Foods" (GB 7718—2025). The "Labeling Measures" cover eight key areas, as detailed below.
First, we need to address the issue of food dates being “difficult to find.” The “Labeling Measures” stipulate that a separate area must be provided on the main display panel of prepackaged food labels to clearly indicate the production date and the expiration date. If the separate area is not located on the main display panel of the packaging, the label must include the wording “See a specific part of the package” to guide consumers in easily locating the specific dates indicated.
Second, the issue of “unclear” food dates will be addressed. The “Labeling Measures” stipulate that the production date and expiration date must be clearly indicated on prepackaged food labels using contrasting color combinations, such as black text on a white background. The minimum font height for indicating the production date and expiration date will be increased in stages according to the maximum surface area of the packaging. Specifically, for packaging with a maximum surface area greater than or equal to 35 square centimeters, the minimum font height will be raised to 3.0 millimeters; for other smaller packages, the minimum font height will be increased to 2.0 millimeters.
Third, we are addressing the issue of “difficulty in calculating” food expiration dates. The “Labeling Measures” stipulate that the expiration date and other mandatory labeling items prescribed by national food safety standards must be clearly indicated on prepackaged food labels in the order of year, month, and day, enabling consumers to readily determine the food’s shelf life without having to perform any additional calculations.
Fourth, the requirements for food labeling are being comprehensively enhanced. The “Labeling Measures” stipulate that food labels must be clear, conspicuous, and easy for consumers to identify and read. Mandatory information on prepackaged food labels shall be indicated using text, symbols, numbers, and graphics that contrast sharply with the background color. Moreover, the font height—currently set at 1.8 millimeters—will be increased to 2.0 millimeters or 2.5 millimeters, depending on the maximum surface area of the packaging.
Fifth, it clearly stipulates that food labels must not include certain types of information. The “Labeling Measures” explicitly prohibit labeling food with claims related to disease prevention or therapeutic effects; prohibit making false descriptions through deception, misleading practices, or exaggeration; prohibit content that contradicts scientific common sense, violates public order and good morals, or promotes feudal superstition; and prohibit labeling foods as “specially supplied,” “exclusively supplied,” or “internally supplied” for Party and government organs or the military. To prevent food names from deceiving or misleading consumers, food names are required to accurately reflect the true nature of the food and faithfully represent the ingredients actually used.
Sixth, we must strengthen the principal responsibility of food producers and operators. The “Labeling Measures” stipulate that food producers and operators shall be responsible for the authenticity, accuracy, and legality of the food labels they provide, and clearly designate specific institutions or personnel to review and approve these labels. If information-based methods such as QR codes are used simultaneously on food packaging to display label content, the information displayed on the packaging must be consistent with the content shown on the food label itself.
Seventh, we will strengthen the labeling requirements for online food sales. The “Labeling Measures” stipulate that prepackaged foods sold online must display the key label information of such foods on the main sales page. Providers of third-party platforms for online food trading shall intensify their inspection and monitoring of the labeling information for foods sold online, handle any illegal or non-compliant labeling information in accordance with the law, and maintain relevant records.
Eighth, reasonably allocate legal responsibilities for violations. Building on the alignment with laws and regulations such as the Food Safety Law of the People’s Republic of China and its Implementing Regulations, the “Labeling Measures” clearly stipulate that, within the scope of regulatory authority, in addition to ordering rectification for improper food labeling and other similar violations, a fine of a certain amount may also be imposed on the violators.
