Recently, the National Health Commission and the State Administration for Market Regulation issued the “Announcement on Matters Relating to the Implementation of Digital Labels for Prepackaged Foods” (hereinafter referred to as the “Announcement”), further refining the requirements for the application of digital labels, enriching the formats for displaying food label information, and addressing issues such as the difficulty in reading food labels.
The Notice clarifies that digital labels refer to information displayed via digital technologies or methods on the physical labels of prepackaged foods. The content of these digital labels must comply with the mandatory labeling requirements for prepackaged food labels as stipulated in relevant laws and regulations and national standards for food safety.
The Notice stipulates that if the detailed address of the producer is displayed via a digital label, the labeling of the producer’s address on prepackaged food labels may be simplified. Due to space constraints on physical labels, digital labels can be used to display legally compliant information such as ingredient origins, production processes, place of origin, consumption instructions, product traceability, food safety, and nutritional information.
The Notice requires that food producers and operators shall be responsible for the authenticity and accuracy of the content displayed on digital labels, ensuring that such information is objective and scientifically sound and does not mislead consumers. The content on digital labels must be clear, prominent, and easy to read, and may not be altered or tampered with.
The Notice encourages integrating digital label QR codes with other QR codes on packaging to achieve multi-code consolidation, enabling multiple functions such as food information display and food traceability.
